The Advanced Municipal Finance Institute (AMFI) is an engaging, practitioner-led program designed for rising municipal finance leaders. Moving beyond the fundamentals, the program focuses on critical management strategies, strategic finance, service delivery, and emerging technology, including the transformative impact of AI, to prepare the next generation of executive leadership. Through immersive case studies and collaborative group discussions, participants will share real-world experiences and build a lasting professional network. By balancing technical mastery with strategic foresight, AMFI empowers current and future leaders to align resources with policy imperatives, drive fiscal resiliency, improve credit quality, and leverage enabling technologies to meet the complex demands of modern government. Participants in the Institute will earn a certificate of completion and will also be eligible for 24 hours of CPE. Applications will be accepted until July 17, 2026. Offered in partnership with:

The Four Pillars of AMFI
Delivered over three immersive days, the curriculum focuses on the four essential quadrants of modern public finance leadership:
Leadership & Management
Navigate ethics, conflict resolution, civic engagement, and high-stakes crisis management.
Strategic Finance
Master financial planning, cost reduction, revenue strategy, and credit rating optimization.
Modern Service Delivery
Drive efficiency through procurement reform, privatization, shared services, and P3s.
Emerging Technology
Leverage AI, machine learning, and advanced analytics while mitigating project risk and fraud.
Who is AMFI For?
The program is intended for government finance practitioners who are rising leaders in the profession (mid-career and above), including finance directors, deputy finance directors, budget directors, deputy budget directors, city managers, and deputy city managers. Pepperdine University will provide a certificate to participants of the program. While we expect many of the participants to be from California local governments, we welcome applications from the US and Canada.
AMFI Leadership

Rowan Miranda
AMFI Program Coordinator
Rowan Miranda is managing director and industry lead for government, education and nonprofits at Workday, a leading provider of enterprise software in finance and human capital management. Prior to joining Workday, Miranda was a senior executive at Accenture, leading its public sector finance and enterprise performance practice. Most recently, he was vice president for operations and chief financial officer at the University of Chicago and associate vice president for finance at the University of Michigan. Miranda has also served as a budget director and/or chief financial officer in municipal government. Early in his career, Miranda was director of research and consulting at the Government Finance Officers Association (GFOA).
Miranda has served on the public policy faculty of Pepperdine University School of Public Policy, the University of Chicago, University Michigan, Carnegie-Mellon University, and University of Pittsburgh.
Event Venue:
This professional certificate program will be hosted on the Pepperdine School of Public
Policy's breathtaking campus overlooking the Pacific Ocean. Meals will be served both
on-campus, and in Malibu. There are limited hotel rooms available steps away from
our classrooms at Villa Graziadio, but also nearby in the Cambria Hotel (Calabasas), Hilton Garden Inn (Calabasas), and Westlake Village Inn (Westlake Village), to name just a few options.
