Dr. James Prieger, professor of public policy, coauthored an article entitled, "Cigarette Taxes and Illicit Trade in Europe," with Jonathan Kulick, senior research scholar, Marron Institute at New York University, in Economic Inquiry. Cigarettes are highly taxed in Europe, Prieger and Kulick find that raising the prices of cigarettes leads to substantial increases in their illicit retail trade, results that are robust to alternative data.
