Sheriff Bob Brooks led the Ventura County Sheriff's Office from 1998-2011, in an era where computers, handheld devices, the Internet, and DNA evidence all became indispensable tools. The September 11, 2001, terrorists attack changed the nation. Brooks led the department through this very progressive period, which was also often marked with fiscal challenges and did so while upholding the highest of ethical standards and integrity. Brooks instituted the Six Points of Honor that established the foundation for the department's core values. He retired in 2011 after the expiration of his third full term and 37 years of distinguished service. Brooks serves on the Board of Directors for several professional, educational, and charitable organizations. He is a past president of the Ventura County Council of Boy Scouts of America, and is a member of the executive boards of the California State Sheriffs' Association and the Major County Sheriffs' Association. He is a trustee of Life Pacific College, and has served as an instructor at California State University Northridge, California Lutheran University, and Ventura Community Colleges. Brooks completed his bachelor's degree in public administration at the University of Redlands. He earned a master's degree in organizational management from Regent University and graduated from the National Sheriffs' Institute, the FBI National Executive Institute, and with distinction from POST Command College. In 2009 he received a second master's degree in homeland security from the Naval Post Graduate School and holds a Doctor of Laws degree from California Lutheran University.
