Angela Hawken is a professor at the Pepperdine School of Public Policy and an economist at the University of California, Los Angeles (UCLA) Research Center. Previously, she was a consultant to the South African government and a lecturer at the Department of Economics of the University of the Witwatersrand. Her honors include the Ronnie Bethlehem Memorial Fellowship award for the Outstanding Young Economist and the Earnest Oppenheimer Memorial Trust Scholarship.

Hawken worked for three years as lead economist for Doug Longshore of UCLA on the evaluation of the California Substance Abuse and Crime Prevention Act (Proposition 36). Hawken is presenting her cost-benefit analysis to the California State Legislature in April.

Hawken is a coprincipal investigator of a study to evaluate distance training of clinicians in developing countries, and a study to assess the cost-effectiveness of a HIV/AIDS and violence-reduction intervention for high-risk youth.

Hawken has recently completed her fifth assignment for the U.S. Department of State working in the Republic of Georgia. She has taken 15 Pepperdine students with her to the region and is leading a study on government corruption in Georgia. She received her PhD from the Pardee RAND Graduate School and undergraduate and graduate degrees in economics at the University of the Witwatersrand, South Africa.

James E. Prieger has written for scholarly journals on policy topics such as the impact of telecommunications regulation on innovation, the broadband digital divide, state and local taxation of communications providers in California, and efficient universal service funding for telecommunications. His research in the area of econometrics has dealt with techniques for duration data and biased survey data.

His current research includes a project with the American Enterprise Institute to investigate whether laws banning cell phone use while driving would prevent accidents, which has been covered in Business Week. In another current set of papers, Prieger examines the impact of the Americans with Disabilities Act on retail firms, which drew the notice of Forbes.

Prieger sits on the editorial board of Applied Economics Quarterly, and his own research has been published in Review of Economics and Statistics, Economic Inquiry, Journal of Applied Econometrics, and Journal of Regulatory Economics. He has also put his academic knowledge to practical use through consulting for major telecommunications companies.
