About the Author

Thomas D. Tseng is a research fellow for the Institute for Public Policy and research director at the Community Development Technologies Center (CDTech), a Los Angeles-based non-profit regional training, applied research, and technical assistance center. In 1997, CDTech assumed the assets and programs of the former Rebuild LA, where Tseng had served as deputy director of research analyzing the industrial base of South Los Angeles. At CDTech, his research tasks include analysis of economically neglected communities throughout L.A. County. Tseng's work in the formation of regional manufacturing networks includes development oversight for small and mid-sized business associations in the food processing and toy industries. A native Angeleno with a master's degree in urban planning from UCLA, he teaches sector development and employment strategies at L.A. Trade/Technical College.

Established in January 1996, the Institute for Public Policy addresses key public policy issues through major conferences and seminars as well as through the publication of research findings. The institute operates under the auspices of the School of Public Policy, which offers a master of public policy and several joint degree programs emphasizing the moral and historical roots of free institutions. The school uses its location in Southern California as a rich laboratory for the emerging public policy paradigms of the 21st century. The school's graduates will be prepared for careers as leaders in government, the private sector and non-profit organizations.

The Olson Company

The Olson Company was established in 1988 with the goal of developing high quality "For Sale" residential developments in urban areas throughout California.
